Following the Jharkhand Assembly results, the updation of the National Population Register (National Population Register, NPR) was approved in the Union Cabinet meeting chaired by Prime Minister Narendra Modi on Tuesday. Along with this, the cabinet also approved a budget allocation of Rs 8,700 crore for this process. A database of citizens across the country can be created through NPR. It is necessary to state here that the NPR database cannot be proof of citizenship.

Will be used to implement government schemes
Government uses the NPR database to implement its schemes. NPR is to be updated in 2020 before the census of 2021. The process of NPR updation is scheduled to begin from 01 April 2020. The campaign will run from April to September in 2020 in all states and union territories except Assam. A government notification in this regard was issued in August. Earlier, it is being updated in 2010 before the 2011 census.
What is NPR
According to the information released in the official website of the Registrar General and Census Commissioner, it has now been decided to update the NPR along with the stage of preparing the list of houses for the Census-2021. NPR enumerates ordinary citizens who have been living at the same place for the last 6 months or more. This data will include information like name, address, education, occupation of the person. This information will be based on the information given by the people themselves. The outsider will also enter information.

Name mandatory
The reports state that it is mandatory for all ordinary citizens of India to register their names in the NPR. It is being told that its purpose is to create a comprehensive database of all the ordinary citizens of the country. It will also include biometric details along with population related data. NPR will be prepared under the provisions of Citizenship Act 1955 and Citizenship (Registration of Citizens and Issue of National Identity Cards) Rules, 2003. It has to be prepared at the national, state, district, sub-district and local (gram sabha / town) level.
Started in UPA government
Identification of illegal citizens is to be ensured in NRC, although this is not the case with NPR. Every person living in the country is required to register with the NRP. The NPR database was started in 2010 under the UPA government led by Prime Minister Manmohan Singh. This database was prepared before the 2011 census. Now when the census is to be held in the year 2021. Once again the process of updating the NPR database is being started. There is a plan to make the government schemes accessible to the people through the NPR database.
