The Odisha government has made High Secretary Registration Plats (HSRP) mandatory for all classes of cars that were registered prior to April 1, 2019, and has set a deadline for compliance. The State Transport Authority has allowed vehicle owners three months to install 'High Secretary Registration Plats' on ancient vehicles before the Transport Department and State Police enforce the law.
The 'High Secretary Registration Plats' are already required for all new vehicles registered in the state on or after April 2019. The Department of Transportation has set varying deadlines for automobiles based on their registration numbers. The dateline for vehicles with Odisha registration marks and registration numbers ending in 1 and 2 is August 31, 2022, and the dateline for vehicles with Odisha registration marks and registration numbers ending in 3 and 4 is September 30, 2022.
For vehicles with Odisha registration marks and registration numbers ending in 5 and 6, the dateline has been set for October 31, 2022; for vehicles with Odisha registration marks and registration numbers ending in 7 and 8, the dateline has been set for November 30, 2022; and for vehicles with Odisha registration marks and registration numbers ending in 9 and 0, the dateline has been set for December 31, 2022.
"No e-challan shall be issued, no fine shall be collected, and no criminal action shall be taken against any old vehicle registered before to 1st April, 2019 for plying vehicles without HSRP till 31.08.2022," according to a Transport Department order. Following that, challans will be issued in accordance with the department's last date or dateline for various series of vehicle numbers. Vehicles with an Odisha registration mark and a registration number ending in 1 or 2 will be subject to a challan starting on September 1, 2022 if they fail to affix HSRP.
