New Delhi: In the ongoing Monsoon session of Parliament, which entered its seventh day on Friday, the Manipur issue remained a significant point of contention, causing a continuous logjam in both the Lok Sabha and Rajya Sabha. Opposition MPs have taken the initiative to address this matter and have given notices for a discussion on it.
Congress MP Manickam Tagore, in the Lok Sabha, moved an Adjournment Motion Notice to demand a discussion on the situation in Manipur. Meanwhile, in the Rajya Sabha, Opposition MPs Manoj Jha of RJD and Ranjeet Ranjan of Congress submitted Suspension of Business Notices under Rule 267. The latter requested the Chairman to suspend all other business listed for the day, including the Zero Hour and Question Hour, to discuss the state's violence-hit situation.
The Opposition is also pushing for the Lok Sabha Speaker to schedule a date for voting on the no-confidence motion against the Centre, which was filed earlier. Criticizing the government's actions, the Opposition accused them of "subverting" Parliamentary traditions by passing Bills while the motion of no-confidence is pending in the Lok Sabha.
Congress MP Manish Tewari highlighted the words of former Union Parliamentary Affairs Minister Satyendra Narayan Sinha, stating that no substantive motion should be brought to forestall a no-confidence motion. Tewari emphasized that such traditions are being undermined by the continuous passage of bills despite the no-confidence motion.
Gaurav Gogoi, a Congress MP from Assam, moved the no-confidence motion on behalf of the Indian National Developmental Inclusive Alliance (I.N.D.I.A). The motion was accepted by Lok Sabha Speaker Om Birla, who will decide the time for the debate later. Leader of Opposition in Lok Sabha, Adhir Ranjan Chowdhury, demanded an immediate discussion on the no-confidence motion, citing Rule 198.
However, Aam Aadmi Party Rajya Sabha MP Raghav Chadha raised objections to the tabling and passing of bills in the Houses after the acceptance of a no-confidence motion by the Lok Sabha Speaker.
During the Monsoon Session, the Jan Vishwas (Amendment of Provisions) Bill, 2023, was passed in Lok Sabha amid Opposition sloganeering over the Manipur issue. Similarly, the Rajya Sabha passed the Cinematograph (Amendment) Bill, 2023, in the absence of Opposition party members who had staged a walkout over the Manipur violence issue.
Prior to the start of the seventh day of the session, several Opposition leaders in both Lok Sabha and Rajya Sabha gave adjournment notices, seeking a debate on the Manipur issue. The matter continues to be a point of concern, and the discussions remain ongoing.
