Chidambaram wrote that according to the CAG report, "More than 40 percent of government schools do not have toilets. Earlier, there were similar reports about toilets constructed under the Swachh Bharat Scheme. Now, when forty percent of the toilets are not working, how did the country become open defecation free?"

CAG has shared its report on different sectors. The Swachh Bharat Mission has been started by the Central Government with full strength. Under this, the Swachh Vidyalaya Abhiyan was launched in 2014, under which the Ministry of Education was obliged to construct toilets in every government school.
