According to reports, 19 people were allegedly beaten in a similar manner in Takhar province in the north. It is believed that this is the second round of fighting in this month.

The justice system used by the Islamist group is a mixture of centuries-old Afghan arbitration traditions and Islamic law. Islamists use "cultural" values ​​as justification for preventing girls from attending high school, contrary to the opinion of many Islamic scholars.

To prevent further economic decline in the nation, the Taliban leadership is divided into two ideological camps: one favors resuming all the harsh measures used in the past, and the other wants to avoid being overly radical.

The Taliban's foreign minister, Amir Khan Muttaki, predicted at a police academy graduation in Herat on Wednesday that "the world will eventually come to a point to recognize the Taliban's government in Afghanistan". No country has recognized the Taliban as a legitimate government since they took power in August 2021.

Local authorities in some areas of Afghanistan have implemented their own versions of the laws away from the Taliban government's headquarters in Kabul.
