PM Narendra Modi accused the Congress of "nurturing and fostering militancy in Manipur" on Tuesday. PM Modi addressed an election rally in Manipur virtually from Delhi, blaming the Congress of causing instability, backwardness, and corruption in the state. People would not vote for the party again in this election, he claimed. "People in Manipur voted for the BJP in the first round of assembly elections (held on Monday). The people of Manipur would help the double engine government with their massive support in the second round of elections."

He stated that an AIIMS and a Skill University will be established in Manipur and that Indian boxing great M.C. Mary Kom and weightlifter Mirabai Chanu, both from Manipur, are two of India's most famous athletes. Former Prime Minister Atal Bihari Vajpayee established a separate ministry - Development of North Eastern Region (DoNER) - for the overall development of the north-eastern region, according to Modi, but the Congress-led previous UPA government kept the ministry inactive even though they did not want the region to develop.
Saying that to take forward the development of the northeastern region, Central ministers are frequently visiting the region. He said Manipur government's 'Go to Hills' and 'Go to Village' programmes exposed the Congress conspiracies and anti-development agenda.
