PM unveils 4th 'Positive Indigenisation List' of  over 100 defence items

GANDHINAGAR: At the DefExpo 2022 opening ceremony in Gandhinagar, Gujarat, Prime Minister Narendra Modi unveiled the "Fourth Positive Indigenisation List" of 101 defense items with the goal of increasing exports in the defence industry and achieving self-reliance. 

According to the guidelines provided in the Defense Acquisition Procedure (DAP) 2020, every item on the lists will be purchased from domestic suppliers. This list serves as a constant reminder to rely on one's own resources for defence.

The "Positive Indigenization List" is one of the key steps to establishing self-reliance in the defence industry, according to the Ministry of Defence (MoD). The First, Second, and Third Positive Indigenization Lists, each with 310 items, were previously published by the MoD on August 21, 2020, May 31, 2021, and April 7, 2022, respectively.

Prime Minister Narendra Modi today unveiled the 101-item "Fourth Positive Indigenization List." According to the MoD statement, these lists will promote indigenization, achieve "Aatmanirbharta" in the defence sector, and boost exports in the future.

Following numerous rounds of consultation with all interested parties, including the industry, the MoD has created the fourth list. It places a particular emphasis on machinery and systems that are in development and are anticipated to result in firm orders within the next five to ten years. 

The import substitution of ammunition, which is a recurring requirement, has received special attention, similar to the first three lists. According to a statement from the MoD, this fourth list acknowledges the expanding capacity and capabilities of the Indian defence sector and has the potential to boost domestic research and development by luring new investment into technology and manufacturing capabilities.

The items on the fourth list will give the domestic defence sector sufficient opportunity to understand the current and future demands of the armed forces and will build the necessary capacity for manufacture and research and development in the nation. 

To achieve self-reliance in defence and develop the capabilities for exports within the country in a time-bound manner, the MoD will facilitate a favourable environment and provide the industry with all necessary support. This will allow for the timelines mentioned in the "Fourth Positive Indigenisation List" to be met.
