Jammu: The Union Home Department has issued notification of new orders for administration in the Union Territory of Jammu and Kashmir. In which the work of Lieutenant Governor (L-G) and Council of Ministers has been done. It has been learned that "Police, public order, All India Services and anti-corruption functions will come under the functions of the Lieutenant Governor, CM or Council of Ministers is not going to control these subjects."

While issuing the notified rules, Union Home Secretary Ajay Kumar believes that any such proposal or case can affect the peace system. Or will influence the interests of any minority community, Scheduled Castes, Scheduled Tribes and Backward Classes, by bringing them to the notice of the CM through the Chief Secretary, is essentially to be placed before the Lieutenant Governor ”.

The Council of Ministers under the leadership of CM will deal with the service tax of non-All India Service Officers to impose new taxes, land revenue, sales grant or lease of government property, reorganization of departments or offices and legislation. If there is a difference of opinion between LG and the Minister on any subject, the decision of the Lieutenant Governor will be final.

On August 6, 2019, Parliament repealed the special status of Jammu and Kashmir and Article 370 of the Constitution has been abolished. The state has been divided into two Union Territories of Jammu and Kashmir and Ladakh. Union Home Minister Amit Shah while presenting the law in Parliament last year said that the status of the state of Jammu and Kashmir is going to be restored soon. Efforts will be made to restore the political system in the state only after making Manoj Sinha the Lieutenant Governor.

There will be 39 departments in the state: Under the rules, UT will have 39 departments like School Education, Agriculture, Higher Education, Horticulture, Election, General Administration, Home, Mining, Electricity, Public Works Department, Tribal Affairs and Transport.
