New Delhi: Senior Congress leader P. Chidambaram criticized Tamil Nadu Governor RN Ravi following a recent Supreme Court observation that governors cannot keep bills pending indefinitely without taking action. The Supreme Court's direction was given in the context of instructing Punjab Governor Banwarilal Purohit to decide on bills passed by the legislative assembly. Chidambaram characterized the judgment as a stern rebuke to all governors, particularly urging Tamil Nadu Governor RN Ravi to thoroughly read the ruling.

This critique from Chidambaram came after Governor Ravi returned 10 bills passed by the Tamil Nadu Assembly, drawing criticism from Chief Minister MK Stalin for what was perceived as arbitrary withholding of bills. Chidambaram advised Governor Ravi to carefully consider each aspect of the Supreme Court's ruling and, if necessary, seek the guidance of a competent senior advocate to explain the judgment.

The Supreme Court's directive, issued on November 10, emphasizes that governors should not use their power to obstruct the normal legislative process. The specific directive to Punjab Governor Purohit pertained to bills passed during a constitutionally valid session held on June 19 and 20. The court's stance underscores the importance of governors not impeding the regular course of lawmaking. This judgment was issued in response to a plea by the AAP government in Punjab, expressing dissatisfaction with the Governor's reluctance to grant assent to four bills passed by the assembly.
