The 13th season of IPL is being organized outside the country in the UAE due to the COVID19 pandemic. Before the commencement of IPL 2020, BCCI Secretary Jay Shah has written a letter to all the state associations asking them to stay in India. Jay Shah has written in the letter that in the initial stage of the tournament, the officer of any state unit will not get a chance to go UAE. In the last phase, they will definitely be called.

BCCI is generally inviting officers of their state unions for IPL ceremonies and playoffs. In a letter sent to the state associations, Shah wrote, "I am sure it will be a memorable tournament but at the beginning of the tournament there is a shortage of all the members.  As you know, the BCCI calls the presidents, secretaries and their former officials of the state units for the IPL opening ceremony and league matches. But in view Covid-19 pandemic in India, the tournament is being held in UAE and all will have to strictly follow the BCCI guidelines. All the teams are in isolation for six days. Due to the stringent restrictions and health protocols imposed on people's activities, we cannot invite everyone, as usual, at least the tournament should be started peacefully. It is important to avoid contact to stop the spread of COVID. I hope that by reaching the playoff stage, the restrictions will be less and you will be able to come to the UAE".

To keep IPL Covid-19 free, the BCCI has made very strict rules. After reaching the UAE, the players will have 3 Covid-19 Tests in 6 days. Players will be allowed to come out of the hotel room only after they test negative in these three tests. It is said that players will be able to start practice on 27 August. In the bio-secure bubble created by the BCCI, only the players and their staff members will be allowed to stay. The family and no other outsider will be able to enter it. Players and support staff will not be allowed to leave the BioSecure bubble.
