New Delhi: The Supreme Court on Tuesday issued notices to the Centre and the Delhi government seeking rehabilitation and vaccination of beggars and homeless people in the wake of the global epidemic Coronavirus. The apex court also clarified that it will not take the elitist view on the issue of removal of beggars from the roads as it is a social and economic problem.

Justice D.Y. Chandrachud and Justice M.R. Shah's bench said it cannot order the removal of beggars from roads and public places as lack of education and employment usually compels people to beg on the streets to meet the basic livelihood needs and thus cannot be resolved.

The court said, "your first appeal is to prevent people from taking to the streets." Why do people beg on the street? It is an act of poverty. As the apex court, we will not take an elite view on whether there should be any beggars on the streets. They have no choice. Justice Chandrachud told senior advocate Chinmay Sharma appearing for the petitioner that no one wants to beg happily.
