While advocating the recommendation of the commission's recommendation for betting in gambling and sports, the retired judge of the Supreme Court, N Santosh Hegde, demanded legalization of prostitution also. He said that the government can not eliminate the evils. He also said that those involved in prostitution should be licensed.

Former Solicitor General Hegde said, "If a person believes that the law can eliminate evils, then it is like living in happiness. This is a very good recommendation. There are certain kinds of evils which can not be controlled by the law and any attempt to control such evils will pave the way for making an illegal system."

He said, 'We have experienced this before when there was alcoholism. Where there was alcoholism, there was an illegal production of alcohol. The government suffered the loss of excise duty, but the evil continued. You can not control it. There are certain things that the law can not control."

Former Lokayukta of Karnataka said that in this way illegal gambling in the country is being played. By giving it legal form and controlling it, 70 to 75 per cent of the illegal activities will be closed under it. But, there is absolutely no need to control it in a certain amount. When asked if prostitution should be given legal form, Hegde said, "It must be given legal form. This is happening everywhere. It has to be legalized."

Hegde said that prostitution has now become a regular occupation. It should be legalized and licensed to those involved. Only then will control it. He said that these are some of the evils which the government can not eliminate. If they are not given legal form, they will continue to run illegally. It would be better to control it.
