The United Kingdom has declared a partial suspension of certain arms exports to Israel, citing concerns that these weapons could potentially be used in violations of international humanitarian law. On Monday, UK Foreign Secretary David Lammy revealed that approximately 30 out of 350 export licenses would be suspended. However, he emphasized that this action does not constitute a full ban or an arms embargo.
The Labour Party government, facing increased pressure to adopt a firmer stance on Israel amid the ongoing conflict in Gaza, has undertaken this review following its election in July.
In his statement to the House of Commons, Lammy explained, "In light of the current conflict, it is the government's legal responsibility to reassess Britain's arms export licenses." He added, "Regrettably, the assessment indicates a clear risk that certain UK arms exports to Israel might contribute to serious breaches of international humanitarian law."
Although the UK does not directly supply weapons to Israel, it does authorize British companies to sell arms through export licenses. The decision to suspend these licenses is based on strategic export criteria, which prohibits the export of items if there is a risk they could be used in ways that violate humanitarian law, including issues related to humanitarian access, treatment of detainees, and military operations.
Lammy clarified that this review was initiated promptly upon his appointment and assured that the process adhered strictly to the procedures established by the previous government. He stated, "This evaluation is not a judgment of guilt or innocence but a proactive assessment of the risks involved."
He also reaffirmed the UK's support for Israel's right to self-defense under international law and expressed commitment to continue cooperation with Israel, particularly in addressing threats from Iran.
