The Chief Minister's Office of Assam has announced an upcoming signing event set to take place in New Delhi on Friday. This event will mark a crucial tripartite agreement involving the pro-talks faction of ULFA, along with the central and state governments.

"The Government of India, Government of Assam, and representatives of the United Liberation Front of Assam (ULFA) will sign a Memorandum of Settlement in the presence of Union Home Minister and Minister of Cooperation, Sh. Amit Shah, tomorrow at 5 pm in New Delhi," the CMO stated in a post on 'X' on Thursday.

Chief Minister Himanta Biswa Sarma is expected to be in attendance during the signing and has also shared the announcement via a retweet of the CMO's post.

A delegation comprising 16 members from the pro-talks faction of ULFA, led by chairman Arabinda Rajkhowa, arrived in New Delhi on Wednesday for discussions with Shah ahead of the agreement signing.

Anup Chetia, the outfit's general secretary, has been in New Delhi since Monday, engaging in discussions with the peace interlocutor AK Mishra on Tuesday.

The draft of the proposed agreement was sent by the Centre to the pro-talks faction back in April. Further discussions took place with the faction in New Delhi in August, following which, in October, Chetia conveyed that they had forwarded their suggestions regarding the draft proposals to the Centre.

ULFA originated in 1979 at the historic Rang Ghar in Sivasagar and was outlawed in 1990 due to its armed conflict against the state. In 2011, the outfit split into two factions when the pro-talks faction led by Rajkhowa opted to return to the state and engage in peace talks. On the other hand, ULFA (Independent), led by commander Paresh Barua, rejected negotiations unless the 'sovereignty' clause was included.

The pro-talks faction had put forward a 12-point charter of demands, covering various aspects including constitutional and political arrangements, safeguarding the identity and resources of Assam's indigenous population, financial and economic agreements, as well as addressing the status of missing ULFA leaders and members, amnesty, and the rehabilitation of affected individuals.
