Union Minister Rajeev Chandrasekhar emphasized the importance of balancing AI (Artificial Intelligence) safety with the growth of India's AI ecosystem and startup innovations during his address at the AI Safety Summit 2023 held in the UK. He highlighted that India's approach differs from that of many other countries, as they view safety as integral to their goals and ambitions in advancing AI. Chandrasekhar emphasized that it's not a binary choice between prioritizing AI safety and fostering the growth of the digital economy.

The minister attended the summit, which had participation from 28 nations, including the US and China. He stressed that it is insufficient for individual countries like the US, Europe, or India to establish their AI regulatory frameworks. Instead, he called for global collaboration to develop standards and methodologies for ensuring safe and trusted AI models.

Chandrasekhar also acknowledged that each country will have its own perspective on AI regulation, but these regulations should ultimately be acceptable to the international community. Until a global framework is established, the AI ecosystem will face uncertainty about how different countries will regulate AI.

He mentioned that the 28 participating countries have agreed to strengthen their focus on AI safety and trust, and discussions on the methodology and processes for achieving this will occur at the Global Partnership of Artificial Intelligence (GPAI) 2023, scheduled to be held in India between December 12-14, 2023.

Chandrasekhar stressed that AI represents a significant opportunity for India and the world, and it should not be overly regulated to the point where it stifles innovation. Instead, the focus should be on determining safety and trust in AI and deciding who should have the authority to make those determinations.

The minister also pointed out concerns related to four types of harms from AI, including workforce disruption, impacts on individual privacy, non-criminal harms, and the potential weaponization and criminalization of AI.
