Two recently issued orders of the Department of Personnel of the State Government have become the subject of discussion between employee organizations. The first order is to send officers and employees of the age of 50 years and above on compulsory retirement. The second order is to appoint retired bureaucrat S. Ramaswamy as the Chief Commissioner of the Commission on Right to Service. On both these orders, the question of the employee leaders is that why is it that retired bureaucrats are being given employment in the time of spending cuts and the staff of 50 and beyond is forcing the sword of forced retirement. The order of the Department of Personnel regarding compulsory retirement is outdated. It has clarified the guidelines and format of screening committees in the new order. But employee organizations also object to the formation of screening committees. State Joint Staff Council says that the government has kept only departmental officers in the screening committees, the representation of employees is missing.

The transparent process requires that the screening committee should include representatives of recognized employee organizations. The council also objected that the government is hiring retired bureaucrats and officers. While the sword of compulsory retirement is being thrown at the employee who has given valuable years of service in his life. The Uttaranchal Hill Staff Teachers Organization also objected to the contradictory orders of the government. The organization believes that if there are vacancies in the constitutional institutions in view of the economic crisis, then they should not be filled up in view of adverse conditions. The organization is also seeking representation to the staff in the screening committees. The system of compulsory retirement is not new, but we are already demanding that representatives of employee organizations be made members in screening committees.

For your information, let us tell you that in this regard, the council has raised an issue with the Additional Chief Secretary. He cited non-provision of rules. But what can the government not do. The government should change the rules and give representation to the employees. There is no justification for reappointing retired people. This contradiction is striking in the eyes of the employees. In the crisis of Kovid-19 epidemic, the government cut the salary from the employees. But even in this crisis, he is not behind in employing retired bureaucrats. On the one hand, orders are being issued to give compulsory retirement to employees of 50 years and above, on the other hand a bureaucrat is being appointed. We demand that employees should also be represented in screening committees for compulsory retirement. A strategy will be chalked out with like-minded organizations in this regard.
