Ranchi: Jharkhand Governor C P Radhakrishnan has said that the Constitution of the country cannot run on the mercy of state governments. On the question of conflict between the state governments and the governor, Governor C P Radhakrishnan said that there is a red line of powers and no one should cross it. "I believe that the state governments will not run at the mercy of the governor, but I would also like to add that the constitution of the country will not run at the mercy of the state governments. Justifying the decision to return the reservation bill, CP Radhakrishnan said that we have to see whether whatever law is being made meets the test of the Constitution or not. He said that in the reservation bill, the total reservation in the state has been increased to 77 percent, while its limit is only up to 50 percent. The Attorney General's opinion has been sought by the Raj Bhavan on the issue. The bill has been returned only on his suggestion. If he (Hemant Sarkar) does not find our decision right, then he himself should take a second opinion from the Attorney General and amend the bill accordingly. Asked about the delay due to legal opinion sought by the previous governor, the governor said, "I don't think there has been any unusual delay.
