CHENNAI: Tamil Nadu Chief Minister M.K. Stalin on Monday urged members of the Assembly from all parties to approve a bill that would allow the state government to designate Vice Chancellors for universities under its jurisdiction. Stalin said, in Gujarat, one person is appointed as Vice-Chancellor of a university out of three people recommended by a screening committee. A screening committee in Andhra Pradesh, Karnataka, and Telangana proposes three people, one of whom is nominated by the Chancellor in cooperation with the state government. The Bill was introduced to change the laws to allow the state administration to designate Vice Chancellors, Stalin said. K. Ponmudi, the Minister for Higher Education, assured the Assembly on January 6 that a statute would be enacted to allow the state government to designate Vice Chancellors. Stalin further stated that his government, and the AIADMK government in 2017, advised the Central government to adopt the Punchhi Commission's suggestion that the Governor not be given the ability to nominate Vice-Chancellors of Universities. In 2007, the Punchhi Commission was appointed by the Centre. According to Stalin, the Commission stated that giving the Governor the right to choose Vice Chancellors would result in a conflict of roles and powers with the state government. The Chief Minister, only the state government chooses Vice-Chancellors in Gujarat, hence the BJP members who had walked out should support the Bill. He said there are 13 universities in Tamil Nadu government under the Higher Education Department.
