Telecom service providers say that internet calling and messaging apps like WhatsApp, Google Meet, and Telegram should also follow the same rules as other telecom companies.

COAI raised the issue

The Cellular Operators Association of India (COAI) on Monday said the demand to exclude over-the-top (OTT) communication apps from the Telecom Act, 2023 is misleading. The Act applies to telecom companies and hence these apps also fall under the purview of the rules. COAI's members include major companies like Reliance Jio, Bharti Airtel, and Vodafone Idea.

COAI Director General SP Kochar said that the security of the country is of utmost importance and in this regard, all communication service providers should follow the country's instructions, as telecom service providers have to do. He also said that telecom companies have invested heavily in lawful interception and monitoring, while unregulated apps completely bypass this mechanism, which is a threat to the country's security.

SP Kochar said that the matter relates to regulatory oversight under the Telecom Act, 2023. It is important that telecom companies, which come under this Act, follow all the rules laid down by Parliament.

Demand from telecom companies

Telecom companies say that the government should apply the same rules on calling and messaging apps as are applicable to telecom companies. This will ensure equal rules and conditions for all service providers.
