Albania Urged to Strengthen LGBT Protections Amid Discrimination Challenges

GENEVA: Albania faces a pivotal moment in its journey towards safeguarding the rights of LGBT individuals, despite notable legislative advancements aimed at combating discrimination based on sexual orientation and gender identity. According to Graeme Reid, the Independent Expert on protection against violence and discrimination based on sexual orientation and gender identity, there remains a pressing need for enhanced implementation of these laws and policies.

During his recent visit from July 1 to 12, 2024, Reid commended Albania's commitment to aligning domestic legislation with international standards. He noted positive strides in supporting LGBT rights within international forums and acknowledged the government's efforts outlined in the National Action Plan on LGBTI Persons.

"While Albania has demonstrated a clear commitment to advancing LGBT rights, significant challenges persist," Reid emphasized. Despite legislative frameworks, LGBT individuals encounter discrimination across various sectors such as education, healthcare, and employment. They also face obstacles in reporting bias-motivated crimes and accessing justice, exacerbated by societal stigma and discriminatory attitudes.

Reid's visit included engagements with government officials, civil society groups, and affected individuals across multiple cities including Tirana, Shkoder, Kukes, Vlore, Sarande, and Korce. He highlighted the discrepancy between official statistics and public perceptions regarding discrimination, echoing concerns raised by civil society research.

"One of the key observations from my visit was the eagerness of authorities to improve LGBT rights protections," Reid remarked. However, he noted a critical need for better data collection, technical training, and resource allocation to strengthen awareness campaigns, educational curricula, and protection mechanisms at local levels.

Moving forward, Reid intends to present a comprehensive report to the Human Rights Council in June 2025, outlining recommendations to address gaps in Albania's implementation of LGBT protections. These recommendations aim to guide the Albanian government in further enhancing legal safeguards and improving the quality of life for LGBT individuals nationwide.
