On the other hand, customers are not shying away from using polythene. Banning polythene now appears to have failed the administration. However, in Darbhanga on Saturday, the administration recovered 11 quintal polythene bags from the red.

In Bihar, polythene is being used under the nose of the administration, but the district and municipal administrations remain unaware of it. There is talk of litigation and action in between, but its impact is not visible in the market. The use of polythene is common at various squares in the city. In view of the ill-effects of polythene, the Bihar government had announced a ban on it. However, for the administrative machinery, this announcement has become only paper.
