Patna: Bihar CM Nitish Kumar on Monday appeared to agree with the 'Criminal Procedure (Identification) Bill'. Parliament has already passed the 'Criminal Procedure (Identification) Bill, 2022'. The Bill has faced opposition from the Opposition. The CM was discussing reports on the sidelines of his weekly public relations function here. Asked about the controversial bill, Kumar said, "It is the prerogative of Parliament to pass such a law. Once passed, everyone has to follow it.''
The bill seeks to allow the collection of all kinds of details of offenders and persons arrested in case of crime, including fingerprints or prints of fingers and palms, footprints, photographs, eye pupils, retina and handwriting samples, etc. "I am confident that once this bill becomes a law, detailed guidelines will be issued for its implementation so that there is not much scope for its misuse. But it is necessary to take possession of the records of the persons involved in the offences."
Kumar also disagreed with the argument of opposition parties like Congress and the TMC that there are interfering provisions in the bill. The records collected will be maintained by the National Crime Records Bureau. Some regional parties fear that it may violate the rights of the states which are responsible for maintaining law and order. Regarding the recovery of mobile phones and other banned items recovered from the cell of MLA Anant Kumar Singh, lodged in the controversial Beur Central Jail during the recent raid, Kumar said, "We see that people indulge in crimes even while in jail.
