NEW DELHI: The All-India Congress Committee (AICC) is thinking about completely overhauling the party's organisational structure.
After designating regional working presidents, vice presidents, under the yet-to-be-elected national president, the party may restructure the organisation. At the party's "chintan shivir," or brainstorming session, held in May in Udaipur, Rajasthan, the idea of appointing working presidents was raised. Discussions on this are currently widespread within the organisation as the party prepares to hold elections for a new national leader.
Mallikarjun Kharge and Shashi Tharoor, the two contenders for the top position in the AICC, have both made suggestions about creating such leadership on a regional basis.
In his electoral manifesto, Shashi Tharoor said, "If elected the president, I will nominate five vice presidents on a regional basis." Kharge, on the other hand, said: "If I were elected, a committee would be established to consider the party's necessary modifications. The committee's suggestions will be carried out."
North, east, west, and south would be the divisions of the organisational framework. To help the AICC president, Congress is mulling whether to appoint working presidents or vice presidents.
A final decision in this matter will be taken at the organization's plenary session, which will be held after the new president is selected, source said. To support the AICC president at the national level, a strong regional leadership made up of juniors and seasoned seniors is also being formed.
The task of coordinating the party's actions in each region would fall to the regional leadership. The party would also benefit from the new president not having total authority, especially now that the Gandhis have declined to lead the AICC. Congress may soon create a committee to advise the party high leadership on organisational changes.
