The Revenue Board court order states that Azam Khan has purchased 100 bighas of land from 12 Dalits. In this purchase, Azam Khan violated the Uttar Pradesh Zamindari Abolition and Land-Reform Act. Section 155-AA and 131-B law prohibits small land-owning Dalits from transferring their land to non-scheduled castes and if they do so, it should be approved by the district administration. The court also quashed the Moradabad Commissioner's Court order which allowed the sale of land in 2013.

DM of Rampur, Anjaney Kumar Singh stated that, 'Since 12 Dalit farmers were small landowners, this was not allowed, and if the sale of land takes place, written permission is required from the district administration. All these norms were torn apart. He said that the process of taking back the land would be started after getting the copy of the court order.
