The court said that for example, the release of those prisoners who are guilty or under consideration for a sentence of 7 years or less can be considered. The court made it clear that the High Power Committee will have the right to decide which category of prisoners will be released. The committee will take appropriate decision after considering the nature, severity and how many years punishment has been taken.
