Dehradun: Uttarakhand's Higher Education Minister Dr Dhan Singh Rawat's Facebook post has evoked a strong reaction from leader Yashpal Arya. Minister Dhan Singh Rawat wrote on his Facebook page, "National Organization Minister B L Santosh and office bearers attended the meeting of the Council of Ministers. These office bearers include Uttarakhand in-charge and co-in-charge who attended the meeting along with CM Pushkar Singh Dhami and Uttarakhand Cabinet.
The same leader of the opposition Yashpal Arya has objected to this. He said that these office bearers have not been sworn in as ministers. So, these are not part of the Council of Ministers. So how can there be a meeting of the Council of Ministers in the State Office? Arya said that the Minister has clearly written in Articles 163 and 164 of the Constitution of India in connection with the Council of Ministers of the State Governments.
He attacked that the time has come to "or what the BJP does nowadays is the Constitution". The Leader of the Opposition said that all of you have taken the oath of office and secrecy as enshrined in the Constitution of India, believe that. Leader of the Opposition Yashpal Arya further said that all you ministers, including the CM, are bound by the principle of community responsibility. For all of you, personally, anyone can be honourable or revered, but you cannot flout the Constitution with an open declaration. He has demanded the CM clarify the situation at this meeting.
