The Jammu and Kashmir government has made an amendment in the Jammu and Kashmir Panchayati Raj Act to enable the setting up of District Development Councils in each district. The District Development Councils marks the implementation of the entire 73rd Amendment Act in the union territory by appointing directly elected members. The DDC's of each district will have 14 constituencies.

The District Development Councils comprises of members directly elected from 14 territorial constituencies of the district and the members of the Legislative Assembly and the chairperson of all Block Development Councils of the district. SCs, STs, Women allocation has also made and will be filled by direct election. The DDCs CEO post will be held by the Additional District Development Commissioner. The UT government has issued an order to divide each district into14 constituencies provided the ratio between population of the territorial area of a constituency and the number of seats in the DDC be the same throughout.

The delimitation of the constituencies shall be made from the map of the District Development Council area starting from North towards East and ending towards South to West and a serial number and name is given to every constituency. The name of the constituency may be assigned on the name of a block having the largest population in that constituency. The Deputy Commissioner will determine the number of constituencies to be reserved for SCs, STs and women in every DDC in accordance with the provisions of the act. the Deputy Commissioner will indicate the territorial limit of each constituency and the proposal will be kept open for any kind of inspection.
