Farmers in Andhra seem to be in an unconvinced mode. Earlier this month, the government of Andhra Pradesh circulated orders declaring a major shift in the free power supply scheme for farmers in the state. The scheme stated that it will now switch to a direct cash transfer system instead of the subsidies borne by the state government by directly transferring to the power distribution companies. According to a government order advertised in this notice on September 1, individual meters will be installed for agricultural power connections.

Based on the readings mentioned, the ministry will transfer the bill cost to the accounts of farmers, who will then have to pay the power distribution companies, or DISCOMs. The move has been receiving severe adversary from opposition parties, as well as farmers’ groups. The Andhra Pradesh Rythu Sangham has called for demonstrations at several electrical substations in the state on Monday. Over the past two weeks, different groups in the state, including the Rythu Swarajya Vedika and the Tenant Farmers’ Association, have also staged agitations against the direct benefit transfer (DBT) system, needing that the government must withdraw the order.

This defense was predicted by the state government. Earlier in June, in a letter to the Centre expressing opposition to the proposed Electricity Amendment Act, state Energy Secretary Nagulapalli Srikant had also related to the DBT of power subsidy, warning that it had the potential to "create social unrest." Since the official declaration was made earlier this month, even though the government has made efforts to reduce farmers’ apprehensions trying to convince them but the farmers have not been convinced yet.
