Father of Swathi murder suspect to get compensation of Rs. 10 La.

CHENNAI: An amount of Rs. 10 lakh will be awarded as compensation to the father of P. Ramkumar, an accused in the murder of Swathi who died in custody.

The father of the deceased Ramkumar, R. Paramasivan, should receive compensation within a month, according to a recommendation made on Monday by the Tamil Nadu State Human Rights Commission (SHRC).

On June 24, 2016, Swathi, an engineering graduate and employee of Infosys, was murdered at the Nungambakkam train station. The only defendant in the case was Ramkumar, who was later apprehended in Tirunelveli after attempting to end his life by cutting his throat. He was taken down, taken into custody, and locked up at Puzhal Central prison.

Authorities in the jail and police claim that Ramkumar, a mechanical engineer by trade, killed himself by biting a live electrical wire. On September 18, 2016, he died.

While giving Ramkumar's father the order for compensation, the Human Rights Commission said that the state government must launch an independent investigation to determine if Ramkumar committed suicide or whether it was a homicide as his father Paramasivan claims.

According to the panel's order, "This commission has reason to suspect that either the corpse of the deceased was electrocuted by another person or that the prisoner Ramkumar committed suicide by electrocution as a result of self-inflicted injuries." Also, it made some wonder if Ramkumar indeed asphyxiated as claimed in the final report by Dr. Sudhir Gupta.

The SHRC said, the prisoner is under the state's custody and care, and it is the responsibility of the prison staff to ensure his safety and security while he is in their care. Also, the state is responsible for making sure the prisoner doesn't hurt anyone or himself.

As said earlier, the Tamil Nadu government is also accountable for Ramkumar's death at Puzhal prison, and the state is required to make restitution to the deceased man's father, Paramasivan, for the mysterious passing of his son.
