Amid lockdown, the state government has notified the rules for making domicile certificate in the Union Territory of Jammu and Kashmir. According to these rules only someone will be issued Domicile certificate. The big thing in this is that after the application, the domicile certificate will have to be given in just 15 days to the concerned officer. Even if the application is rejected, its information will have to be given within these 15 days.

Domicile certificate will be necessary to apply in any category of jobs in Jammu and Kashmir. Under Article 309 of the Constitution of India and the Jammu Kashmir Civil Service (Decentralization and Recruitment) Act 2010, the Government of Jammu and Kashmir has issued Domicile Certificate Procedure Rules - 2020. Principal Secretary of Information Department and State Government Spokesperson Rohit Kansal gave a press conference in this context.

In his statement, he said that the government has notified the rules for issuing domicile certificates. The rules are simple and transparent. The time has also been set. A penalty of deducting fifty thousand rupees from the salary of the officers has also been imposed for not issuing the certificate within the stipulated period. Permanent residence certificate will come before 31 October 2019. The displaced will benefit.
