In a major development just in time for the festive season, the Modi-led government has extended its hand to Group C and non-gazetted Group B rank officials, as well as paramilitary forces, by granting bonuses ahead of Diwali. The Finance Ministry has set the bar for calculating non-productivity linked bonuses, also known as ad hoc bonuses, for central government employees at a maximum of Rs. 7,000 for the fiscal year 2022-23.

An official communication from the Department of Expenditure, operating under the aegis of the Finance Ministry, conveyed that a non-productivity linked bonus, equivalent to 30 days' worth of earnings for the financial year 2022-23, is now available to all central government employees in Group 'C' and non-gazetted employees in Group 'B' who aren't covered by any productivity-linked bonus programs.

To ensure fair disbursement of this bonus, the government has outlined specific conditions:

Eligibility criteria include employees in service as of March 31, 2023, with at least six months of continuous service rendered during the fiscal year 2022-23. Pro-rata payments will be granted to eligible employees based on their period of continuous service, ranging from six months to a full year, with eligibility determined by the number of months of service (rounded to the nearest whole month).

The quantum of the non-productivity linked bonus (ad-hoc bonus) will be calculated using the average emoluments or the calculation ceiling, whichever is lower. To determine the bonus for one day, the annual average emoluments will be divided by 30.4 (the average number of days in a month). The result will then be multiplied by the number of bonus days granted. For example, assuming a calculation ceiling of monthly emoluments at Rs. 7,000 (when actual average emoluments exceed Rs. 7,000), the non-productivity linked bonus (ad-hoc bonus) for thirty days would amount to Rs. 7,000 x 30 / 30.4, which rounds off to Rs. 6,907.89 (rounded up to Rs. 6,908).

This Diwali bonus will undoubtedly bring cheer to many central government employees and their families, providing a welcome financial boost during the festive season.
