Islamabad: Terrorist organisations' connections to fugitive gangster Dawood Ibrahim and the illicit market for Pakistan's nuclear weapons became a source of contention at a US Senate hearing for nuclear scientist AQ Khan after the Mumbai bombings on 26/11 in 2009. Senator John McKen, commenting on the lessons learned from the Mumbai attacks for the United States (US) at the time, said, "It is a concern that terrorist organisations within Pakistan may be able to obtain nuclear weapons." Pakistan possesses nuclear weapons, as we all know.'

'I believe it's a serious issue,' the counter-terrorism specialist added. We receive assurances from Pakistani authorities on a daily basis that their nuclear weapons are under careful supervision, but we remain concerned. When we consider the relationship between Dawood Ibrahim and Pakistani terrorist organisations, as well as the black marketing that was formed to finance Pakistan's nuclear development through AQ Khan, we can see that it is a network of contacts. If organised crime, government officials, and terrorist organisations pursue a road of mass devastation, they enhance the likelihood of large-scale finance and genuine problems.'

"I don't want to exaggerate the situation," the counter-terrorism specialist added, "because I still feel that terror is best served by doing fewer technical things without trying to do some more technically complex things." As an example, consider the Mumbai terrorist incident. As I previously stated, there is an example of a small-unit infantry plan that paralysed a 20-million-person city in three days. That is something to be concerned about.
