Continuously increasing cases of COVID-19 has compelled the Health Ministry to think over the matter in a different way. Indian Council of Medical Research (ICMR) and the Health Ministry have jointly written letters to all States urging them to take-up retesting of such individuals, who have COVID symptoms but have tested negative in RAT tests. The ministry said that they should also be home quarantine until they undergo RT-PCR tests again.

The Ministry of Health and Family Welfare has asked each state to make sure that COVID asymptomatic patients, who have tested negative in the Rapid Antigen Tests (RAT), mandatorily undergo an RT-PCR test. The current ICMR guidelines state "All asymptomatic negative cases of RATs and asymptomatic negative cases of RATs who eventually develop symptoms in two to three days of being tested negative, must undergo RT-PCR tests".

The Health Ministry asked the states to establish a monitoring mechanism in every district and each state to follow up such cases. These teams will track RAT tests and ensure asymptomatic persons who have tested negative to undergo RT-PCR test again. Every state must ensure that no potentially positive case miss out and they should analyze the number of persons who tested positive in RT-PCR tests, on the basis of regular data monitoring.
