Bhopal: The Madhya Pradesh Human Rights Commission has taken cognizance of the statement made by Tourism and Culture Minister Usha Thakur on rapists. In fact, the minister had given a statement regarding the punishment for the rape culprit. She had said that such people should be hanged at the crossroads and their last rites should not be performed, their dead bodies should be left for the eagles and crows. While giving a statement on this incident, Minister Usha Thakur also said that such criminals do not have any human rights, and there is no need to worry if the Human Rights Commission comes in between in this matter.
The Human Rights Commission has also asked the Chief Secretary of the state to reply within 15 days. Manohar Mamtani, a member of the Madhya Pradesh Human Rights Commission, said that the answer on this matter should be given only by a responsible officer of the state government. Mamtani also said that she has given such a statement while sitting on an important position in the government, this statement is against the basic spirit of the Constitution and the Human Rights Commission.
The commission member also said that the remarks of Minister Usha Thakur were inappropriate and objectionable. Citing Article 21 of the Indian Constitution and the precedent of the Supreme Court, the commission said that everyone has fundamental rights. Prisoners also have their basic rights.
