India's Defence Minister Rajnath Singh met with US Secretary of Defense Lloyd J. Austin during the 11th ASEAN Defence Ministers’ Meeting-Plus (ADMM-Plus) held in Vientiane, Laos, on Thursday, November 21, 2024. This meeting highlighted the increasing alignment of strategic goals between India and the United States, marking another step forward in strengthening their bilateral defence relationship.
Advancements in Defence Collaboration
Both leaders applauded the substantial progress achieved through the US-India Defence Industrial Cooperation Roadmap. This strategic initiative has paved the way for advancements in crucial areas, including co-production agreements for jet engines, munitions, and ground mobility systems.
Reflecting on his visit to the US in August 2024, Rajnath Singh mentioned the signing of two key agreements:
Security of Supply Arrangement (SOSA): This agreement aims to ensure a steady supply of defence goods and services between the two nations during unexpected disruptions.
Memorandum of Agreement for Liaison Officers: Aimed at enhancing cooperation and information-sharing to boost interoperability between the Indian and US defence forces.
Both sides emphasized their commitment to a free and open Indo-Pacific, strengthening their military cooperation to uphold regional stability.
Regional Cooperation and the Quad
Singh highlighted the success of the Quad Summit held in September 2024, which was attended by Prime Minister Narendra Modi. The focus was on collaborative efforts in key areas, such as:
Maritime Initiative for Training in the Indo-Pacific (MAITRI): A regional training program designed to build capacity.
Quad-at-Sea Ship Observer Mission: The first-ever initiative of its kind, aiming to enhance maritime cooperation.
Quad Indo-Pacific Logistics Network: A pilot program to improve response times for natural disasters across the Indo-Pacific region.
Driving Defence Innovation
Both leaders expressed their support for the expanding innovation cooperation under the India-US Defense Acceleration Ecosystem. This initiative encourages collaboration among governments, businesses, and academic institutions through joint challenges, funding opportunities, and greater visibility.
The goal is to drive technological advancements in areas such as artificial intelligence, advanced weaponry, and maritime domain awareness, ensuring that both countries stay at the forefront of cutting-edge defence capabilities.
Building Future-Ready Defence Capabilities
This meeting followed India's recent acquisition of 31 MQ-9B drones from the US, a deal worth $3.5 billion. These drones will be distributed across the Indian Navy, Army, and Air Force, bolstering surveillance and combat readiness, particularly in the maritime domain.
Additionally, Hindustan Aeronautics Limited (HAL) is currently negotiating a significant deal with GE Aerospace for the joint production of F414 engines in India. This agreement is expected to bridge technology gaps, strengthen domestic manufacturing capabilities, and potentially open avenues for future exports.
In a social media post, Rajnath Singh praised Lloyd J. Austin for his role in enhancing India-US defence ties, calling Austin "a great friend to India" and acknowledging his contributions to deepening the partnership.
