New Delhi: The Centre had announced the creation of two separate Union Territories of Jammu and Kashmir and Ladakh after the abrogation of Section 370 from Jammu and Kashmir. The government has set October 31, 2019 as the date for implementation of the announcement. The state government has initiated an action plan for its implementation. The Government has set up three committees for this purpose. A committee will look into the matter relating to employees when they become Union Territories of Jammu, Kashmir and Ladakh.

The second committee will work out the issue relating to dealing with financial matters and the third committee will work in government departments on becoming the proposed central territory. An order for the same has been issued by the general administrative department with government clearance. The committee set up to deal with employee related matters will have six members, including the chairman. The Principal Secretary of the Home Department has been appointed as the Chairman of the Committee. The Commissioner Secretary of the Ladakh Affairs Department, the Secretary of the General Administrative Department, the Secretary of the Department of Culture, the Secretary of the Department of Law, Justice and Parliamentary Affairs and the representative of the Department of Financial have been made members.

The committee will give its suggestions to the government on matters relating to providing staff in the proposed Union Territory. A committee has been set up under the chairmanship of the Commissioner Secretary of the Department of Finance to deal with financial matters in the proposed Union Territories of Jammu and Kashmir and Ladakh. The committee will consist of the Commissioner Secretary, Secretary, Department of Finance, Principal Secretary of the Department of Home Affairs, Commissioner Secretary of the Department of Power Development, Secretary of the General Administrative Department and Secretary of the Department of Law, Justice and Parliamentary Affairs.

The committee will suggest to the government on the distribution of funds, such as dealing with financial matters in the Union Territory. Adviser to the Governor to work on the formation of a Union Territory of Jammu and Kashmir.
