Kerala police book Cong leader K Sudhakaran over comment against CM

Kerala Pradesh Congress Committee President (KPCC) president K Sudhakaran was arrested on Thursday for making the statement "dog with broken chain" against state Chief Minister Pinarayi Vijayan.

Based on a complaint by CPI(M) cadres, the Kochi City police registered the case under section 153 of the Indian Penal Code (IPC) (deliberately offering provocation with purpose to incite unrest).

The police have registered a case against one Democratic Youth Federation of India (DYFI) leader Vinu Vincent under section 153 of the Indian Penal Code (Wantonly giving provocation with purpose to incite riot if not committed.
EP Jayarajan, the Convenor of the Left Democratic Front (LDF), had earlier described Sudhakaran's statements as "very repulsive" and "vulgar," adding that "they are not even used by an average politician."

When speaking to the media, the KPCC chairman used the phrase "the dog with a broken chain" to refer to the chief Minister. 

Jayarajan had previously requested Sudhakaran's arrest, claiming it was a "major crime to insult a Chief Minister in order to ruin the atmosphere of peace" in the state.
