Kishore Upadhya :Centre may help forming non-Cong govt in Uttrakhand

April 21, 2016: Congress expressed alarm that the Centre may quit President's rule in the state and tried to form a non-Congress government with the pillar of rebel party MLAs.

State Congress chief Kishore Upadhyay, today will met to the Governor of Uttrakhand K K Paul and also submitted a memorandum, stating that, “he should first invite the party to form government if President's rule is withdrawn from the state”.

Kishore Upadhya said that, "We apprehend that Prime Minister Narendra Modi would withdraw President's rule from the state and make an attempt to form a non-Congress government with the support of rebel party MLAs,"

The Centre had on March 27 carried Uttarakhand bottom President's rule, citing a "constitutional breakdown" in the wake of a rebellion in the ruling Congress.
