Telangana State Assembly passed the new GHMC (Amendment Bill) 2020. There are many new changes in this Bill. One big change in that is that 50 per cent reservation for women in GHMC council has been made compulsory. The state government has issued orders in this regard. Although 50 per cent reservation for women in the GHMC Council during the last election, the new bill gives it legitimacy. The bill brought four more amendments to the GHMC Act, including 10 per cent of the GHMC budget for the Green Budget.

The bill was introduced in the state assembly by Municipal Administration and Urban Development Minister K.T.Rama Rao. He said introducing the bill, earlier Chief Minister K. In the wake of Chandrashekhar Rao's election promise, 50 per cent reservation for women in the GHMC council is implemented. He believed that the TRS was an example of others by winning women from 79 municipal divisions against reservation in 75 of the 150 municipal divisions of GHMC. Telangana was the first state to provide 50 per cent reservation for women in all local bodies by amending the Panchayati Raj Act, Municipal Act and THE GHMC Act, he said. He said the state had achieved this feat before the Centre's efforts to provide 50 per cent reservation for women in all assembly houses under Article 243 (T) which is mandatory for 33 per cent reservation for women.

Not only this, more amendments have been proposed to encourage citizens' participation in municipal administration in the GHMC area through the Constitution of four civil committees for each division - youth, senior citizens, women and prominent citizens. The GAMC (Amendments) Bill also provides a provision to determine reservation for two terms in the local body to ensure the continuity and responsibility. Such provisions have been made in the Panchayati Raj Act and the Municipal Act.
