There is a risk of corona infection during voting in Bihar. People will be allowed to cast their votes using the postal ballot in the state assembly elections to be held later this year. A top ministry official said on Tuesday that the legislative department of the Union Law Ministry has changed the election rules to allow people suffering from Covid-19 to use the postal ballot.
The Election Commission has allowed the voters infected with the Coronavirus to use the postal ballot to vote. The officer said, 'It was a perfect fit and we have agreed to change the rules. Recently, we gave permission to people above 80 years and disabled to use the postal ballot. We have included people with Covid-19 infected or with its symptoms. Differently abled and people above 80 years had to fill Form 12D to get Postal Ballot facility from the local returning officer. After the outbreak of Coronavirus in India, Bihar will be the first state where assembly elections are to be held. The Election Commission had approached the government to repeal this rule as the epidemic could continue until the end of the year.
The legislative department is the nodal body for the Election Commission. The election rules are amended after the law minister approves the amendments. There are about 7.20 crore voters in Bihar and the term of the 243-member assembly is ending on November 29 this year. The new assembly is to be constituted before 29 November.
