The Governor further wrote in the letter, it is a matter of regret that instead of proving majority in the time period given by me, you have written/expressed an inability to conduct a power test in the Assembly by writing a letter, which has no justification and basis. The reasons you have not taken the power test in your letter are baseless and meaningless.

The Governor said, "The decision of the Supreme Court which you have mentioned in the letter does not apply in the present circumstances and facts. When the question arises whether a government has the confidence of the House or not, the Supreme Court has unquestionably established in many decisions that the answer to this question can only be by testing the power in the House." The Governor has written at the end, requesting you again to respect the constitutional and democratic beliefs, prove the majority by 17 March, otherwise it will be assumed that you do not actually get a majority in the Assembly.
