 Manohar Parrikar was the Chief Minister of Goa three times. Apart from this, he was also the Defense Minister of India. He was also a Rajya Sabha MP from Uttar Pradesh. He passed his graduation from IIT Mumbai in 1978. He is the first person who graduated from IIT to become CM of any state of India. He was also conferred with the title of Distinguished Alumnus by IIT Mumbai in 2001.

Manohar Parrikar was born in Mapusa, Goa. He was educated at Loyola High School, Margo. He completed his secondary education in Marathi and received a BTech degree in metallurgical engineering from the Indian Institute of Technology, Mumbai in 1978. He was the first alumnus of the IIT, who served as an MLA of an Indian state. He was awarded the prestigious Alumni Award at IIT in 2001. He is the first leader from the Bharatiya Janata Party to become the Chief Minister of Goa. In 1994, he was selected for the second administrator of Goa. He was the leader of the opposition party from June 1999 to November 1999. On 24 October 2000, he became the Chief Minister of Goa but his government could run only till 27 February 2002. In June 2002, he again became a member of the assembly and on June 5, 2002, he was again elected to the post of CM of Goa.

On January 29, 2005, 4 B.J.P. Due to the resignation of the leaders, his government was reduced to a minority. Mr. Parrikar claimed that he would prove his majority and this happened in February 2005. But later he had to lose his post due to some reason. After continuous disputes, President's rule was imposed in Goa in March 2005, but in June 2005, opposition leader Pratap Singh Rane was made the Chief Minister of Goa. On the evening of 17 March 2019, in the information released from the Chief Minister's Office earlier, his health was said to be very bad, but shortly after his condolences on his death from the President's office confirmed his death.
