IMPHAL: In response to a series of petitions filed by various parties seeking the reinstatement of mobile internet services, which were halted following violent incidents on May 3rd, the Manipur High Court has called upon the state government to explore solutions for restoring these services to the public.

A panel consisting of Justice Ahanthem Bimol Singh and Justice A Guneshwar Sharma presided over the proceedings. In their recent directive, the panel emphasized that state authorities, particularly the home department, should actively consider implementing mechanisms that would allow for the provision of internet services via mobile phones. This could be achieved by whitelisting specific mobile numbers on a case-by-case basis and in a phased approach. The court further articulated, "Consequently, the state authorities are instructed to thoroughly contemplate this avenue and furnish a comprehensive report on the upcoming court date."

During the hearing, legal representatives for the state conveyed that the Manipur government had previously issued pertinent orders aimed at lifting the restriction on internet provision through broadband services such as ILL (Internet Leased Line) and FTTH (Fiber to the Home) in a more open manner. However, these provisions were contingent upon the fulfillment of specific safeguards, terms, and conditions. Currently, a considerable number of citizens have already availed themselves of these liberated internet services.

The attorneys representing the petitioners argued that since no instances of data breaches or leaks have been associated with the whitelisted mobile phones, the high court possesses the authority to issue fitting directives that would encourage the state to gradually expand the whitelist to encompass all mobile phones.
