The US has refused to hand over David Headley, the culprit of the Bombay attack, to India. America clearly says that David Headley cannot be extradited to India. Canadian businessman and Pakistani co-conspirator Tahawwur Rana will have to face extradition. An American lawyer said this in federal court opposing Rana's bail plea. Rana, 59, a childhood friend of David Coleman Headley, has been arrested again on June 10 in Los Angeles at the request of India. India had requested to extradite Rana for his involvement in the 2008 Mumbai terror attacks.

According to media reports, 166 people, including six Americans, were killed in the Mumbai attacks. According to federal prosecutors, between 2006 and November 2008, Rana along with Headley, known as Dawood Gilani and a few others in Pakistan, led Lashkar-e-Taiba and Harkat-ul-Jihad-e-Islami to carry out terror attacks in Mumbai. It helped in plotting and executing the attacks.

Pak-American David Headley has been associated with terrorist organization Lashkar. He has become an official witness in the 2008 Mumbai attacks case. He is now serving a 35-year prison sentence in the US for his role in the attack. Headley immediately accepted his involvement in the Mumbai attacks. The blame was also admitted on all the charges.
