New Delhi:: Addressing the Lok Sabha, Nityanand Rai, the Minister of State for Home Affairs, shared that a targeted effort by the Ministry of Home Affairs has led to the eradication of over 10.1 lakh kilograms of illicit drugs till date. Notably, a significant milestone was reached on July 17 when a staggering 1.40 lakh kilograms of narcotics were disposed of in a single day.

Rai emphasized that the ongoing disposal of confiscated drugs is an ongoing and crucial process. To this end, the National Control Bureau (NCB), operating under the guidance of the Ministry of Home Affairs, launched a special campaign for the destruction of seized narcotics from June 1, 2022. This campaign has been a collaborative effort involving various Drug Law Enforcement Agencies (DLEAs). As of the present date, the campaign has led to the elimination of more than 10,17,523 kilograms of narcotics. Among these figures, a significant 1,40,969 kilograms of drugs were eliminated on July 17, 2023.

Meanwhile, Minister Rai shared additional insights concerning the Kiosk policy as provided by the New Delhi Municipal Council (NDMC). As of now, there are no active plans to overhaul the existing Kiosk policy. The NDMC oversees a total of 233 Kiosks, with 25 of them currently non-operational. Among these non-functional kiosks, 17 have been sealed due to non-payment of dues and other infractions. The remaining eight kiosks stand vacant. Notably, the allocation of kiosks is carried out through an e-auction process.

Minister Rai also highlighted the recommendations put forth by the Parliamentary Standing Committee on Home Affairs. The committee suggested a comprehensive evaluation of the nation's Criminal Justice System, rather than implementing fragmented amendments to individual Acts. Taking heed of this advice, the Ministry of Home Affairs has initiated a comprehensive review process for amending criminal laws, including the Indian Penal Code (IPC), the Criminal Procedure Code (CrPC), and the Indian Evidence Act. This review is being conducted in consultation with all relevant stakeholders.

Furthermore, Minister Rai addressed the matter of detention procedures, clarifying that various law enforcement authorities carry out detentions in accordance with diverse legal provisions. He noted that the National Crime Records Bureau (NCRB) does not currently maintain data related to these detentions.
