The Lok Sabha of India approved the appropriation bill giving the right to withdraw funds from the Consolidated Fund for the year 2020-21 along with approving the grant demands of various ministries. In this bill, there is a provision to authorize the government to withdraw 110 lakh crore rupees from the accumulated fund of the country to implement its functioning and programs and schemes. Two-thirds of the process of approving the budget for 2020-21 has been completed.

The Lok Sabha and Rajya Sabha discussed the budget presented by Finance Minister Nirmala Sitharaman on February 1 in the first phase of the current session. In the second part of the session on Monday, the Lok Sabha passed the Appropriation Bill. In the third phase, the Finance Bill will be discussed and approved. The Finance Bill contains details of tax proposals.

In the Appropriation Bill passed in the Lok Sabha, the government has approved the expenditure of Rs 110.4 lakh crore for the financial year 2020-21. Lok Sabha Speaker Om Birla adopted the 'guillotine' route in the House to approve the grant demands for various ministries. Parliament does not have time to discuss the demands of grants from different ministries. The expenditure or demands of grants from a few ministries are kept for discussion at a pre-determined time. After its completion, the demands of the grant of other ministries are put together and passed, which is called the guillotine.
