On Friday, Union Minister Jitendra Singh introduced the 'Indian Antarctic Bill 2022' in the Lok Sabha. The bill's goal is to create a legislative framework for India's Antarctic research and to conserve the Antarctic ecology. It also attempts to put the Antarctic Treaty, the Antarctic Marine Living Resources Convention, and the Antarctic Treaty Protocol on Environmental Protection into effect.
On Friday, both Houses of Parliament will debate a number of private bills. The second half of Parliament's Budget session began on March 14 and will end on April 8. The first half of the Budget session began on January 31 and ended on February 11, with the second half beginning on January 31 and ending on February 11.
Adhir Ranjan Chowdhury, a Congress leader, claimed that India does not have its own polar research vessel and must charter one for excursions, and that such a rule was "uncalled for." He also urged that the bill be forwarded to a Select Committee because he was concerned about how the bill attempted to apply Indian laws to foreign citizens. Roy was also perplexed as to how India could enact legislation for a territory in Antarctica that it does not control.
The Indian Antarctica Bill is expected to assist India in meeting its duties under the Antarctic Treaty of 1959, the Antarctic Marine Living Resources Convention of 1982, and the Antarctic Treaty Protocol on Environmental Protection of 1998.
