In a remarkable display of efficiency, the 17th Lok Sabha witnessed the passing of a staggering 45 bills on the very day they were introduced, reveals a recent report by the Association for Democratic Reforms (ADR). Out of a total of 222 bills passed during the tenure, this swift legislative action underscores a significant aspect of parliamentary proceedings.
The report, jointly conducted by ADR and National Election Watch (NEW), unveiled key insights into the performance of the 17th Lok Sabha and its members. Among the notable legislations fast-tracked through the House were The Appropriation (Vote on Account) Bill, The Appropriation Bill, and The Central Goods and Services Tax (Amendment) Bill, 2023.
An analysis of the data indicates that out of 240 bills introduced, a vast majority of 222 were successfully passed. Conversely, 11 bills faced withdrawal while six remain pending, with only one bill receiving the coveted assent of the President.
The report also sheds light on the engagement levels of Members of Parliament (MPs) across various metrics. On average, an MP posed 165 questions and attended 189 of the 273 sittings. Notably, MPs from Chhattisgarh showcased commendable dedication with an average attendance of 216 sittings per representative. In contrast, MPs from Arunachal Pradesh recorded the lowest attendance, with only two members attending 127 sittings on average.
Furthermore, the analysis reveals intriguing patterns across states and political parties. MPs from Maharashtra emerged as the most vocal, with an average of 49 representatives posing 315 questions each. Conversely, Manipur MPs averaged 25 questions per member. Among political parties, the NCP distinguished itself with five of its MPs raising an average of 410 questions each, while the Apna Dal (Soneylal) lagged with just five questions per member on average.
Attendance patterns also varied significantly among parties, with Telugu Desam Party (TDP) members showcasing robust participation by attending an average of 229 sittings, whereas AAP members averaged only 57 sittings.
The report commends the active participation of 10 MPs who significantly contributed to parliamentary proceedings by posing the highest number of questions. Notably, BJP's Balurghat MP Sukanta Majumdar topped the list with 596 questions, primarily revolving around crucial areas such as health and family welfare, agriculture, and railways.
This report underscores the dynamic nature of parliamentary operations, reflecting both commendable efficiency and areas warranting further attention for enhanced democratic governance.
