According to media reports, Prime Minister Dmitry Medvedev and his cabinet resigned after Putin was offered comprehensive constitutional reforms. The referendum will be held in the country on proposals for change in the constitution. After the new change, the key to power will be with the Parliament rather than the President.

In his statement on the matter, Sergei Navarov of the ruling United Russia party said on Friday, "We have called on all MPs to support the important changes to the constitution proposed by our national leader Putin." All MPs did this and that too in just 2 hours. There was no vote in protest. The Duma is represented only by the United Russia Party and the ultra-nationalist Social Democrats. There has been no representation of any liberal or radical party in Russia's parliament for more than a decade.
