He came into limelight by playing the role of Inspector Hyder Ali in the 1983 blockbuster film Ardh Satya. Shafi was mostly seen in the role of police. According to media reports, Shafi's acting and dialogue delivery used to be so beautiful even in supporting roles that even in small scenes, he used to attract people's attention. Shafi worked in the film industry for almost decades.

He worked with Vinod Khanna in movies like Jurm, Izzatdar, Phool Bane Angare, Krantiveer, Yashwant, Akele Hum Akele Tum and with Nana Patekar he worked in Yashwant Movie and this film proved to be the last movie of his career.
